Job Description Director – STERPDBSUMMARY OF POSITION:  This is a professional administrative position involving responsibility for planning, initiating and directing the day-to-day activities and functions assigned to the Southern Tier East Regional Planning Development Board; also known as STERPDB. The work is performed under the direction of the Regional Planning Board, which covers the Eight County Appalachia Development District. Some of the functions for which STERPDB is responsible are, but not limited to, land use planning, economic and human resource development, Appalachia development programs, water quality programs, criminal justice programs, telecommunication infrastructure development and transportation planning programs. Direct supervision is exercised over professional, para­professional and clerical staff.  This is the highest level position in the agency and is accountable to the Regional Planning Board and its Member Counties. AREAS OF RESPONSIBILITY AND PRINCIPAL WORK ACTIVITIES:Directs STERPDB staff in the various functions of the agency including promoting teamwork and successful work program accomplishment; Performs extensive outreach to participating Counties to ensure future participation in STERPDB;Works directly with Regional Board and Committees on the operation of the agency including the planning of new programs and securing of funds for operation; Is responsible for maintaining frequent contacts with Federal, State and Local representatives to ensure the continuation of programs and funding; Initiates and maintains relationships with municipalities within Member Counties; Plans and directs implementation of programs which pertain to various topics, some mentioned above; Directs preparation of applications for grant-in-aid programs; Has final budget review for all agency operations; Has responsibility for personnel management functions;


Has responsibility for facility management functions;


Meets with and makes presentations to Federal, State, local public agencies and private organizations or groups; Supervises and works on preparation of required reports;


Does related work as required.


  PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:  Thorough knowledge of accepted practices involved in dealing with Federal and State agencies for grants-in-aid and cooperative efforts;Thorough knowledge of budget and program development;Thorough knowledge of personnel management;Ability to direct a multi-purpose planning and development staff;Ability to execute studies of specific planning and other projects;Ability to present oral and written comments and opinions clearly and concisely;Ability to secure the cooperation of others;Ability to deal effectively with Federal, State and Local agencies, as well as with the public;Must possess exceptional leadership skills;Comprehensive knowledge of the principles and practices of regional planning;Must have initiative, resourcefulness, integrity, courtesy, tact and have physical condition commensurate with the demands of the position. EDUCATION AND EXPERIENCE REQUIRED: A)        Graduation from a regionally accredited or New York State registered college of university with a Bachelor’s Degree in planning or related field such as architecture, engineering, geography, public administration or social science and 10 years of experience in state, regional or local planning; OR B)        Graduation from a regionally accredited or New York State Registered college or university with a Master’s Degree in planning or related field such as architecture, engineering, geography, public administration or social science and 6 years of experience in state, regional or local planning;  Demonstrated progression of position and responsibility in previous work experience is preferred. OTHER DEMANDS OF POSITION: This position requires extensive travel both within the Region and State as well as outside the State for participation in various national associations and for meetings with various Federal agencies.


This position also requires the participation in both night and weekend meetings.
