1.      Call to Order and Introductions - Meeting called to order at 10:38 AM by President-Elect Hughes.

2.      Approval of Agenda –President-Elect Hughes requested to add item 5c at the request of K. Zimmerman.  Moved by S. Ferraro and seconded by G. Heffner.  Unanimously carried.

3.      Approval of Minutes of May 4, 2007.  Still question on fifth AICP CPD in attendance.  Moved by S. Lynch and Seconded by D. Dineen.  Unanimously carried.

4.      Reports, Updates, Discussion

Website – Steve Gorney presented a live version of the website.  Steve stated that everything is functioning at this point and is just needs to be populated with NYSACPD information.  He explained the content management nature of the website.  Then he navigated through the various components of the website to demonstrate the functionality – pictures, county profiles, calendar, forum repository.  He also explained the back-end administration to demonstrate how easy it is to maintain this type of site.  Members were impressed and excited by the website.

Action Item – E. Jardine will e-mail all CPD’s to distribute county profile template and solicit submission of materials for the website including county profiles, events for the calendar, documents for the repository and photos.  E. Jardine will also e-mail Steve Gorney the membership listing and agendas and minutes.

a.       Rural Resources Commission, Land Use Advisory Committee – K. Hughes – Nothing to report and Committee probably will not meet again until after the November election.

b.      NYSAC Economic Development, Environmental and Rural Affairs Committee –President-Elect Hughes reported that Alicia Terry is attending this meeting today and should have a report at next meeting.

c.       NaCO and NACPD – M. Kayes handed out the most recent National Assoc of County Planners newsletter.  He reported that County Planners are now an official division of the National Association of Counties.  Dues will be included in the National APA membership dues.  To date, 103 counties have paid these membership dues.

d.      Training of Municipal Planning and Zoning Board members – G. Heffner passed around the self-study course he developed based on NYPF’s Short Course book.  There are 8 lessons and 1 hour of training credit is offered for each lesson completed.  Board members send Greg a completed quiz and then Greg sends a certificate.  Greg will send copies to any interested CPD.

 

5.      New Business

a.       Genesee/Finger Lakes Regional Vice Presidency vacancy – D. Woods is retiring from his CPD position in Livingston County next April.  Kris is still searching for an interested replacement.

b.      APA Upstate NY Chapter Executive Committee – CPD Representative.  M. Kayes reported that he was asked by a past NYSACPD President to serve in this capacity when he was still a CPD in order to address the issue of creating a National Association of County Planners.  That has been accomplished.  The Committee meets 6 times per year, 4 of which are in Syracuse and the other two at the annual conference and the annual meeting with a school.  E. Jardine expressed interest in this position and Vice President Hughes would bring this back to President Hart for his appointment.

c.       K. Zimmerman – NYS DOL Revised Asbestos Regulations

These revised regulations require that all building owners in NYS who contract to have work done on the building to test for the presence of asbestos.  Owners who work on their own buildings are exempt.  Certified Asbestos Inspectors must be hired for the testing.  Due to these new regulations, St. Lawrence County’s housing rehabilitation activities have virtually come to a halt.  Asbestos activities have averaged $1,000 and added approximately 2 months to a rehab project.  Discussion ensued regarding this issue and how it will affect other counties’ housing rehab efforts.

Vice President Hughes asked K. Zimmerman what he wants this group to do.  K. Zimmerman responded he just wanted to inform us and he will be working with his state representatives to make changes.

 

6.      Organizational Issues

a.       Treasurer’s Report – Treasurer Jardine distributed report and reported account Balances of the savings, checking and CD accounts.  Treasurer Jardine has projected year-end savings and checking balances of around $3,800.  She suggested withdrawing a small amount from the CD when it matures and before it rolls over in November.  Motion to approve the Treasurer’s report and authorize transfer from CD in the amount of $3,000 – moved by K. Zimmerman and seconded by S. Lynch.  Unanimously carried.

b.      Planning Directors’ Roundtable – Board participants shared their current activities and engaged in discussion on a variety of current topics and projects. Counties that reported included: Tioga, Cortland, Ontario, Rensselaer, Otsego, Cayuga, St. Lawrence, Warren, Steuben, Niagara.  Details are available on file.

c.       Upcoming Meeting Schedule – next meeting Friday, December 7th in the North Country.  K. Zimmerman will be hosting.

 

7.      Adjournment – Adjourned at approximately 2:15PM moved by L. VonDerHeide and seconded by G. Heffner.  Unanimously carried.
