- Call to Order and Introductions Meeting called to order at 10:43 by President Hart.
- Approval of Agenda – President Hart requested to add 3 items to the Agenda under item 5. New Business – d. By-Laws, e. Teleconferencing and f. AICP Certification maintenance.
- Approval of Minutes of October 10, 2006. D. Woods first thanked the Association for the plaque recognizing his President service. He then stated two corrections on item 4g. Moved by R. Petkash and Seconded by L. VanderHeide. Unanimously carried
- Reports, Updates, Discussion
- Rural Resources Commission, Land Use Advisory Committee (met 11/30/06)
- President showed passed the RRC packet that the LUAC members receive and will look into getting copies distributed to all CPDs.
- K. Hughes showed the document “A Vision for Rural NY” that was produced from the Rural Visioning Sessions held by LUAC and CaRDI and said they should be widely distributed soon and to pay particular attention to the Next Steps section.
- Legislative Issues
- Joint Municipal Annexations – Farm Bureau opposed to this
- Promoting Community Reinvestment – no specifics on types of allowable redevelopment
- Deeds filed without approved subdivision maps – Action Item – W. Hart will approach County Clerks to start talks on resolution.
- Industrial Home Work – to require same labor regulations as other businesses. RRC is recommending language to require compliance with local zoning regulations.
- Dealing with straddled parcels – RRC decided that the problems are too variable to address with standardizing regulations
- Bill Nolan from the Pace University Law Center has published a document called Affordable Housing in the NY Courts: A Case for Legislative Action.
- Green Development – RRC is promoting wind power (showed brochure). D. Woods reported that Livingston County IDA has just developed a standard pilot for private wind farms consisting of $15,000 per megawatt power generated per year.
- Ag & Markets Ag District Survey – K. Hughes is to have meeting next week with IRIS to adopt new GIS mapping standards allowing counties to submit GIS shapefiles only with their 8-year Ag District reviews. E. Marx brought up that Ag & Markets was also to be considering changing the review process to not require surveys to all ag landowners anymore. K. Hughes thought this was in process.
- DEC Water Management Advisory Committee – L. VanderHeide reported that this committee has not met since September but highlighted her written report from last month
- Federal government is cutting EPA infrastructure funding, which means cuts to NY EFC and Health Dept so contact federal representatives to prevent the cuts.
- NYS DEC will be changing the permit requirements and programs for 2008
- NYS Flood Map Advisory Committee – Committee still has not met, but several issues were discussed:
- New model local floodplain regulations coming out in Spring 2007
- New mapping in Susquehanna River Basin starting
- Cayuga County new flood mapping is complete and proved that there were many errors in the old FIRM maps
- In Cortland County LIDAR has been flown and new maps are now in development stage.
- NYSAC Economic Development, Environmental and Rural Affairs Committee – David Woods reported that the committee will meet in conjunction with the NYSAC conference in late January. Please provide him with suggestions to bring forward for NYSAC positions.
- NACO – none as Mike Kayes was not present.
- New Business
- Training of Municipal Planning & Zoning Officials (Chapter 662, Laws of 2006) – K. Hughes that the RRC LUAC contemplated how to implement this new requirement. Some counties are stepping in voluntarily to fulfill it. RRC’s brochure is available for download on their website. Cities and villages were eliminated from this requirement due to a technical error, which needs to be corrected.
- Roland Vosburgh in Columbia County has drafted implementation policy, which the County Legislature has adopted by resolution. He has distributed it for other CPD’s use.
- A. Terry reported that Schoharie County and NYPF have been awarded a Quality Communities grant to develop a training model that involves surveying their county’s planning and ZBA members for training needs, developing a “menu” of training options, then delivering those training programs.
- Website Design – President Hart asked members if we should use some our savings to create a useful, dynamic website. Moved by A. Terry and seconded by K. Hughes. Unanimously carried. Action Items – K. Hughes will develop RFP and W. Hart will obtain price quotes
- National APA Annual Conference, NYACPD sponsorship – President Hart asked members if it would appropriate to send 1 member annually to the National APA Conference, depending on location. By consensus of members, it was decided to delay determination on this until the cost of the website is obtained.
- By-Laws – President Hart passed out what he believes to be the current by-laws of the Association and asked members to review for updates or corrections
- Teleconferencing – As per a request of CPD, President Hart asked the members how they felt about conducting future meetings using teleconferencing or videoconferencing in addition to meeting face to face to make it easier for more CPD’s to participate. The discussion ended by consensus concluding that meetings should continue face to face, using the Regional Vice Presidents as agents to contact CPD’s in their region to urge them to attend meetings, especially if the meeting is located within their region.
- AICP Certification maintenance – President Hart passed out an e-mail from the APA Upstate NY Chapter President, Rocco Ferraro, initially from the National APA, regarding future requirements on AICP Certification maintenance. A final decision should be made by the 2007 National APA Conference. This item will be placed on January’s meeting agenda for discussion
- Organizational Issues
- Treasurer’s Report – Treasurer Jardine distributed report and asked the members to consider withdrawal of a portion of the $10,000 CD to pay for the website design and/or APA Conference sponsorship. This will be addressed at the next meeting after a website cost has been determined. Signature cards will be addressed with Trust Co. Bank after the January meeting. Treasurer’s report approval moved by K. Hughes and seconded by A. Terry. Unanimously carried.
- NYPF did not bill for NYACPD dues in 2006. President Hart asked for a motion to waive the annual fee for 2006 and the outstanding bills for 2005. Moved by K. Hughes and seconded by A. Terry. Unanimously carried.
- Roundtable – Board participants shared their current activities and engaged in discussion on a variety of current topics and projects. County’s that reported included: Schoharie, Tioga, Broome, Cortland, Greene, Ontario, Rensselaer, Otsego, Cayuga, Montgomery, Tompkins and Livingston. Details are available on file.
- Upcoming Meeting Schedule – January 29th or 30th with the NYSAC Conference on the day of the luncheon at the Desmond Hotel in Albany.
- Adjournment – Adjourned at approximately 2:38PM by consensus.
